After Kaduna beggars return,How to stop begging on Nigerian streets

Just under a week or thereabouts after the Kaduna government banned beggars from the streets of the state,the beggars have defiantly found their ways back on the streets!The beggars are pictured above on Kawo street in the state. Some of them say they will not stop 
begging as they have no other means of livelihood.

Governor Nasir El-Rufai immediately after the Sabongari bomb blast on July 7th, placed a ban on begging and street hawkers in the state.

How to stop begging on Nigerian streets.
It's easier said that these men should get off the streets,but like they said,most of them truthfully have no other means of living.So why not find a job for them to do where they can help the labour force and productivity of the state? And those that are too old or disabled to work,put them on state benefits,if this is put in place ,you can then rightfully arrest anyone who does not comply by the rules.This is not rocket science,why is it so hard for our leaders to put these simple policies into effect?
