For me none of the leaders stood out except maybe General Gowon and to a degree Olusegun Obasanjo.
The council of state which is the highest advisory body to the serving president consists of the vice president,former heads of state,Governors of the 36 states,including Abuja's minister,former and present Chief Justices of the federation,the Senate President,etc.
